There are lots Civil engineering Constructions firms who are veteran in Building Construction and they are against for it. Human laws sometimes are againt's GOD's command. For me, there's no problem with it if you know know all the aspects of building Construction and it's structural stability and function. But right now, Architects are more well train when it comes to design function from medium to high rise Construction. While Civil Engineers are more on Structural designing and Infrustructures...
Well, according to the Bible, we're ALL created as equal! as they say, "Democracy arose from anyone's thinking that if they are equal in any respect, they are equal absolutely.” "There is no such thing as an underestimate of average intelligence." - we can't underestimate but we have to respect their rights. In the long run, we don't know exactly the reasons why? and can't predict. - We're just only following rules, the Code of Conduct ethical standard and let's enjoy our responsibility of who really we are as a human.
In fact, even if they are not an Architects/engineers, if they are train well/educate thru theories and research and train them like maestro de ubras and all fuctions in every aspects of designs, most likely they knows that! But, in our case here, due to rules and regulations,one must secure first before going thru it! am i right? However, majority of people are just doing their own rights just simply because they want to earn a living. They don't care about the rules but instead, put something in their own empty stomach. Lots of intelligent people,but the only difference is - they can't understand the Rules of law sometimes!
...and for the laws listed/stated above RA 9266 law, That's interesting, since I imagine the majority of houses in the Philippines today have not been designed by an architect. My opinion is based on the idea that there are many buildings that can be safely and competently designed and built under the supervision and expertise of an experienced contractor and/or designer without the specific need for an architect or engineer. – and that’s a BIG question!

No, in India only a member of CoA (Council of Architects) can sign Architectural Documents, which members needs to have a Five Year B.Arc. Degree as a minimum qualification, from a recognized institution.

the question is not anywhere about practicing architecture, the question is - are civil engineers allowed to prepare, sign and seal building documents ? only a drunk or a M. Prabhakar Rao wd make a mistake like that in an otherwise simple question.
talking abt facts, yes, in India a civil engg is allowed to prepare, sign & seal the building documents required to pass them through the local municipal corporation to start a building process only if he has a bachelors degree in civil engg + 5 years of experience with himself registered to the concerned municipal authority whereas architects enjoy the same right as soon as they come out with a B.Arch degree(D.Arch for special universities) the only requirement is a COA registration.

CE doesn't have planning skills, spatial functionality and architectural philosophy. CE focus to the physics of a naturally built environment while arki focus to Architectural Designs that covers PLanning, space programming and other arkitctural consideratons. the court was wrong to the decision made. look what happen to manila, that will happen if there is no spatial analysis by the architect.
