I agree.  And just generally, I think passive eco-friendly design is the best place to start.  Design it intelligently to begin with, then you can add fancy technologies to supplement, as needed.

I would say it's not just what the building does in terms of energy efficiency, but the manufacturing processes that are used. You can have a building that is very energy efficient, but if the building process doesn't use resources efficiently, then you haven't gained much.
