Solar space-heating system: Evacuated tubes Vs Flat plates solar hot water panels

Tell us which is better for a solar space-heating system: flat plates or evacuated tubes and why?

I have read that evacuated tubes are more efficient in most cases, and so I would argue that would be the deciding factor, but in warmer climates it tends to be a wash.
