It has a couple of meanings depending on the context. Traditionally, a penthouse is an accessory structure at the top of a building that houses mechanical systems or other miscellaneous functions.

Many use the term merely to refer to the top floor of a building. Apartments and other living quarters on the top of a highrise are typically the most luxurious and expensive in a building and they are often referred to as penthouses.

Does Penthouse has separate services or not??

Again, it depends on the context. Accessory structures would be accessed separately from the rest of the building, but in other cases, where it's merely the top floor of the building, it would probably share services.

Well it can share services but should be at the top floor of the building!!!
