Well, the people who understands the importance of architecture and urban planning, hire professionals in those subjects. But some people think they just need a structure to make a building. They don't know the importance of design process, and hire a civil engineer to make the basic structure, but they regret at the end. Ignorance makes this happen.
Fortunetly for us, the civil engineers don't have interest in architecture or design, they just calculate the structure, electrics, plumbing, etc. and the architects design everything. The sign the structure, mechanical, electrical drawings, but they could sign the architectural ones too.


Sorry for my english, I hope you can understand why I tried to say =)

Yes Elmer, it's a total mess...
They do terrible buildings that have troubles everywhere!
But now people are realizing about the importance of good spaces and buildings, to have better environments.
