EARTH SHIELDED ARCHITECTURE - any suggestion?

I live in a soft rocky cost. Quite recently people have been querying for building blocks that they left huge holes everywhere, don't know how to utilize them and just abandon the area; bad for the environment. The government urged people to plant trees in those holes to avoid environmental disasters. But, as an architectural enthusiast, I found desirable to create a neighborhood in the hollow area.
