The Basque Health Department Headquarters was built in 2008 and stands at the crossroads of two major roads of the Ensanche in Bilbao. Designed by the Spanish firm Coll-Barreu Architectos, the building is covered by a distinctive cubist glass double façade. This unique façade eliminates the need for conventional air-conditioning, and reduces air recirculation while significantly reducing street noise. It also creates numerous unique views of the city and surrounding landscape from the interior, while reflecting shards of the city back out to passers-by. The Headquarters has three underground levels for parking, a basement auditorium, two levels for institutional uses, seven open-plan floors for office spaces, and meeting rooms in the tower.
